So it looks like you will have to start with Dolby and obtain a license and then we can help you from there.
I also pulled this off of another document on our web site. Unfortunately I was not able to find the direct contact info.
"Dolby Licensing Corporation, San Francisco, California, from whom licensing and
application information must be obtained."
A quick web search should get you the contact info.
