Hello Yu-ju,
1)Floating the 15V is not ok, as the REFin / RFin signal must be within the levels specified by the ADF4007 datasheet.
2) When the loop locks , ideally the CP voltage should be at Vp/2, see below the charge pump characteristics from the datasheet. regards,
