I would like to confirm if the software is installed correctly. Please checked if the SDP is recognized by checking on the USB devices in the control panel. If not you can try re installing the software.
Can you also check the VDrive, VDD, AVcc and Avss supplies if they are in the correct voltage, including the Ref cap values.
Another thing, we need to isolate if the cause of the problem is the software or the device. Can you probe on the Digital Output line(Dout) to check if the data is coming out on this pin. If there is data, then the board or the device might not be the problem, it is the processing of the data. But if there is no data on the Dout lines, then the software is waiting for the data to arrive.
